More than 28 years in telecoms regulation, for regulators and operators
Andrew Gorton is the lead regulatory consultant at Dawn. He worked in regulatory affairs at Vodafone UK and then spent more than ten years at Digicel, including seven as Group Head of Regulatory Affairs. Since 2015 he has worked as a regulatory and compliance consultant, including for KCOM and as an FTTx consultant to the International Telecommunication Union (ITU).

Since 2015, advising regulators on ICT legislation in the Turks and Caicos Islands and Anguilla and number portability for the Eastern Caribbean, and advising operators in the UK, Bermuda, Oman, Sri Lanka, Guyana and Papua New Guinea on market reviews, spectrum and satellite licensing, interconnection and compliance.
