Drone Executive Order 2025-10814 (June 6, 2025)
This Executive Order aims to strengthen American leadership in Unmanned Aircraft Systems (UAS or drones) by promoting their safe integration, commercialization, and export. Key points include:
Policy Goals:
Accelerate safe UAS integration into the National Airspace System through risk-based rulemaking.
Advance domestic UAS commercialization by supporting innovation, reducing regulatory uncertainty, and streamlining approvals.
Strengthen the U.S. drone industry and promote exports of trusted, American-made UAS.
Expanding Commercial UAS Operations:
Within 30 days, the FAA must propose rules for routine Beyond Visual Line of Sight (BVLOS) operations, with a final rule within 240 days.
Establish metrics for BVLOS safety and identify regulatory barriers within 190 days.
Deploy AI tools within 120 days to expedite UAS waiver reviews under 14 C.F.R. part 107.
Explore options to ease international navigation requirements for UAS.
UAS Integration into National Airspace:
Publish an updated UAS integration roadmap within 240 days.
Fully utilize FAA UAS Test Ranges to support BVLOS, autonomous operations, and advanced air mobility.
eVTOL Pilot Program:
Establish the eVTOL Integration Pilot Program (eIPP) to accelerate electric Vertical Takeoff and Landing (eVTOL) operations.
Issue a request for proposals within 90 days, select at least five pilot projects within 180 days, and begin operations within 90 days of agreements.
Submit implementation reports and use findings to inform future eVTOL regulations.
Strengthening the U.S. Drone Industry:
Prioritize U.S.-made UAS in federal procurement.
Within 30 days, publish a Covered Foreign Entity List to address supply chain risks.
Within 90 days, the Secretary of Commerce to propose actions to secure the UAS supply chain.
Promoting UAS Exports:
Review and amend export controls within 90 days to facilitate U.S.-made civil UAS exports to non-adversary countries.
Prioritize UAS exports through loans, insurance, technical assistance, and market access initiatives.
Military UAS Adoption:
Expand the Defense Innovation Unit’s Blue UAS List to include compliant U.S.-made drones and update it monthly.
Prioritize procurement of U.S.-made drones compliant with the FY 2020 NDAA.
Streamline airspace and spectrum access for UAS training and identify cost-efficient or lethal UAS replacement programs.
General Provisions:
Implementation must comply with existing laws and appropriations.
The order does not create enforceable rights.
The Department of Transportation covers publication costs.
