General-Purpose AI Model (GPAI)

Under the EU AI Act, a general-purpose AI model is an AI model, typically trained on large amounts of data with self-supervision, that displays significant generality and can competently perform a wide range of tasks and be integrated into many downstream systems.

What is General-Purpose AI Model (GPAI)?

Since 2 August 2025 GPAI providers must keep technical documentation, give information to downstream providers, have a copyright policy and publish a summary of training content. The Commission's guidelines indicate that models trained with more than 10^23 FLOPs that can generate language, images or video are generally presumed to be GPAI.

How it works

Providers can demonstrate compliance by following the General-Purpose AI Code of Practice.
