General-Purpose AI Model with Systemic Risk
A general-purpose AI model with systemic risk is a GPAI model with high-impact capabilities, presumed where training compute exceeds 10^25 FLOPs or designated by the European Commission.
What is General-Purpose AI Model with Systemic Risk?
Providers must additionally evaluate the model including adversarial testing, assess and mitigate systemic risks, report serious incidents to the AI Office and ensure adequate cybersecurity.
How it works
Providers notify the Commission within two weeks of meeting the threshold and may argue the model does not in fact present systemic risk.
