Physical Infrastructure Access (PIA)
Physical infrastructure access is the regulated wholesale market for access to an incumbent's ducts and poles, so that competitors can lay their own cables.
What is Physical Infrastructure Access (PIA)?
Rather than renting the incumbent's lines, providers using physical infrastructure access lay their own fibre through Openreach's ducts and along its poles. Ofcom treats this as its own product market, and it is central to the UK's strategy for encouraging competing full-fibre networks. Openreach's product is itself called PIA.
