Wholesale Local Access (WLA)

Wholesale local access is the regulated market for the connection between the local exchange and a home or business, which competing providers buy to deliver their own broadband and other retail services.

What is Wholesale Local Access (WLA)?

Ofcom defines the market as "wholesale local access provided at a fixed location". It includes passive products, such as duct and pole access, sub-loop unbundling and local loop unbundling, and active products such as VULA. Because providers buying WLA install their own equipment deeper in the network, they can offer highly differentiated retail products, for example in speed, usage allowances and bundles with TV.
