Radio Resource Control is the signalling protocol between a device and the base station that sets up, configures and releases radio connections.
What is Radio Resource Control (RRC)?
RRC manages connection states, sets up radio bearers, handles measurement reports and handovers, and broadcasts system information. In split 5G designs it runs in the CU-CP.
